Wanting Qiu (Cass County Jail)
FARGO (KFGO-KVRR) – Two people have appeared in federal court following their arrests in connection with an alleged commercial sex operation that authorities say brought women from China into North Dakota.
Wanting Qiu, 54, and William Satrang, 76, attended detention hearings after federal authorities arrested them the prior week. Although the formal indictment remains under seal, publicly accessible court records outline an alleged interstate operation centered around Fargo-area hotels.
According to investigators, Qiu entered into a sham marriage with a Minnesota man three years ago, which allowed her to enter the United States and establish the illicit operation. Authorities allege she routinely arranged for Chinese women to fly into Fargo, housing them in local hotels for four to five weeks at a time to perform commercial sex acts.
Federal prosecutors have charged Qiu with racketeering conspiracy, five counts of racketeering, money laundering, transportation and coercion for purposes of prostitution, and seven counts of aiding and abetting.
Satrang faces a single charge of racketeering conspiracy. Court documents made public so far do not detail his specific role in the alleged enterprise. The 76-year-old is known to local law enforcement for an extensive criminal history in the Fargo area that includes past scrutiny over deceptive sales practices and suspected involvement in illegal drug distribution.
Both defendants remain in federal custody pending further proceedings.
