GRAND FORKS, N.D. (KFGO) – A Grand Forks man was arrested yesterday after locking himself in an apartment building and threatening officers.
Grand Forks Police say they were called to an apartment in the 500 block of 1st Ave S multiple times for service involving Ricardo Cepeda, 56.
After responding to the apartment a third time, they found Cepeda outside, hiding his hand behind his back. He refused to show officers his hands and made comments about shooting officers if they got any closer. He then ran back into his apartment.
Officers told Cepeda through the apartment door he was under arrest, but he refused to come out and continued threatening to shoot and kill officers.
SWAT and K9 units were called in to take over negotiations, Cepeda was arrested after non-lethal chemicals were deployed in his apartment. Cepeda is facing a terrorizing charge.
