FARGO, N.D. – Leaders of a Native American tribe in North Dakota are asking state officials to work with them rather than against them in a dispute over oil royalties. The federal government has repeatedly assured the Three Affiliated Tribes it has rights to a riverbed and minerals on the Fort Berthold Reservation. The state, though, argues that it assumed ownership when North Dakota became a state. The Interior Department recently suspended a 2017 memo favoring the tribes.
