North Dakota Higher Education Board proposes tuition freeze

BISMARCK, N.D. (AP) -- The North Dakota Board of Higher Education has approved its biennial budget request that asks for a nearly 14 percent increase in funding and freeze tuition at the state's 11 colleges and universities from 2015 to 2017.

The Board says it will freeze tuition for the next two-year cycle if the state agrees to fully fund the salary and benefit increases. The board added the tuition freeze and asked for $9.5 million more a few days before Thursday's meeting in Grand Forks.

A large part of the almost $774 million base budget request comes from the implementation of a new higher education funding model. The model funds schools based on the number of credits completed and calls for $49 million more in operating funding.
