VALLEY CITY, ND - (KFGO-AM) -- A suspended Valley City State University student and football player has decided not to be returned to Minnesota voluntarily to face charges of murder and attempted murder.
Cedric Chappell, 21, is accused in the shooting death of a St. Paul man outside a Minneapolis restaurant and bar last weekend. Another man was shot in the leg.
Minnesota's Governor will be asked to issue a warrant to force Chappell's extradition to Hennepin County.
Chappell, a standout two-sport athlete at Minneapolis Washburn High School, was the leading wide receiver for Valley City State.
He was arrested during practice on Tuesday.
